Control is making something happen the way it was planned to happen. It is the process of taking necessary actions to ensure that the objectives of the organization are accomplished in an effective and efficient manner. Control should be positive whenever possible. Control is a normal, pervasive, and positive force, and it is only effective when it guides someone’s behavior. Successful control is related to future success. It is a dynamic approach which relates to all sorts of human endeavors. Controlling is the process managers go through to control. The controlling system consists of measuring performance, comparing measured performance to standards, and taking corrective action. Before managers can determine what is effective and efficient they must be able to establish standards related to what they want to accomplish. These standards should be performance related. They may consist of certain levels of quantity and quality which can be measured. Control can start during the training process when the individual is taught the proper way to do things. It continues happening and continues further when the individuals give feedback to the supervisor/manager and the supervisor/manager gives feedback to the individuals concerning their performance.

Controlling, as previously described, is a modern method of management support, linked with the planning, control and control processes in the organization. At the same time, it is focused on helping to achieve the strategic and operational goals adopted in the organization, and has an important role in responding to emerging/anticipated deviations. Controlling should increase the likelihood of making accurate and rational decisions by managers, especially by providing them with adequate and up-to-date information, mainly of an objective, economic nature. The functions of controlling in this way can be different: from providing information, through coordination to participation in management (however, there is the danger of equating the term controlling and management). The perception of controlling as a supply of information or management accounting has found its expression in works of Hoffmann (1972, after: Weber, 2001), Heigl (1989, after: Weber, 2001) or Dellman (1992, after: Weber, 2001).
Oil production cost, financial development, and economic growth in Russia

Our results also show the positive impact of financial development on economic growth. The finding indicates that increasing the domestic credit to the real sector through financial markets can reduce the negative effects of resource curse paradox. We also find that the production cost of oil has a negative impact on economic growth. Russian oil companies can decrease the production costs through effective cost control mechanisms. The better the effectiveness in controlling the cost, the lower the production cost, resulting in a positive impact on economic growth. No autocorrelation problem is detected in the model.
