In the context of these different supervisory and management tactics, the third main thrust of the HRM approach was the creation of new worker participation programmes. Although INCO’s union had negotiated joint health and safety committees well before they were legislated in 1978 (see OHS management section later), INCO had not embraced any other forms of participative management within the production sphere until this time. The impetus for this particular step may well have come from a government inquiry into mine safety in 1980–81 (Burkett, Riggin and Rothney, 1981). In their report, the Burkett Commission as it was known at the time, admonished the Ontario mining industry for retaining an old management control system which failed to address the issue of worker involvement: The hierarchical control systems which typify industrial organizations have remained the norm in the Ontario mining industry. In the underground operations in particular…it is difficult to understand why the industry has been reluctant to consider new approaches…In a situation where the work group is quite autonomous already and has a significant measure of control over output, the logical working arrangement in our view is to shift responsibility for day to day production to the individual crew, or at the very least, to involve the crew in all aspects of planning.(Burkett, Riggin and Rothney, 1981, p. 53)

All these may interact. As an example, the Mine Safety Health Administration (MSHA) is a regulatory body created to lessen the morbidity and mortality rate among miners. Mine incidents were the most common cause of occupational-related death in past years. Working with the Occupational Safety and Health Administration, regulations were created to lessen the dangers in such an environment. The MSHA also depended on monitoring and research from the environmental toxicologist as well as the diagnosis and treatment of medical impairment from the clinical toxicologist and occupational physician. Teamwork is often essential when dealing with a toxicological event. Even a urinary test for illicit drugs involves both the physician and the toxicology laboratory, supervised by the clinical or laboratory toxicologist.

However, let us return to the mine safety analogy, discussed above. Even if the miners themselves (individually or collectively) had freely agreed in advance to the spending of safety money on the understanding there would be no money left for rescue attempts, it is unthinkable that, on the grounds of cost, there would be no attempt to rescue trapped miners in the event of a disaster.

As a high-risk industry, coal mining has a particular working environment, hard working conditions and a complex production process. Although the national coal mine departments at various levels constantly increase investment in coal mine safety and constantly improve related policies and regulations, the proportion of human accidents still stays at a high level [1]. In the study of traditional coal mine safety management, the unsafe behavior of miners, as a fundamental cause of coal mine safety accidents, has always been an important topic [2]. According to incomplete statistics, 55.37% of coal mine accidents are directly caused by miners’ intentional violations [3]. Therefore, ensuring the safety of coal miners’ behavior will effectively reduce safety accidents in traditional coal mining enterprises.

China is rich in mineral resources, especially coal mining, and has a large number of miners. Insufficient investment in mine safety facilities, lack of safety protection awareness among miners and irregularities in operation have led to frequent mine accidents and high mortality rates. The problem of mining accidents has been a major concern of the Chinese government. The 2012 Annual Implementation Plan of the 25 Year Plan for the Development of the Coal Industry, issued by the Development and Reform Commission on July 10, 2012, clearly requires that the mortality rate per million tons of coal mines in China shall be controlled to within 0.55% in that year, of which the number of accidents due to coal mine gas shall be controlled to within 124 and the number of deaths shall be controlled to within 469 [3].

In order to deal with professional risks, the mine companies started introducing legislative acts, so health and safety in mines is nowadays regulated by the large number of legislative acts, declarations, standards, etc. Podlesny and Lenart (2009) and Lentz et al. (2004) studied big mining accidents in the USA, and came to a conclusion that through consistent application of legislative measures, Mine Safety and Health Administration (MSHA) standards and recommendation, safety procedures and adequate training, mining accidents can be prevented. Wang and Meng (2018), while studying mine disasters in Chinese coal mines, concluded that disregard of regulations and procedures was the main cause of nearly 80% of disasters. Düzgün and Levesonb (2018) emphasized that one of the weaknesses of Turkish mines HSE system was the lack of proper legislative frame.
