Using Programme Theory to evaluate Lean interventions in healthcare

As strategy is a contextual moderator within our PT, we also call for research which can further assess how Lean supports strategy. NHSB1 was able to align Lean in support of organisational strategy and this was embedded in the HR strategy over a 10-year period. Matthias and Brown (2016) have already recognised a ‘vague’ link between Lean and strategy in the NHS in England, but there is scope for further assessment to determine if HR strategies support Lean interventions. HR is recognised as having critical role in influencing employee attitudes and behaviours, which in turn affects organisational performance. However, this has been noted as being complex in the healthcare sector due to long standing issues over ‘crude’ performance indicators (Bruce and Hill 1994; Klein 2010).
