This section of ISO 9001:2015 is all about the involvement of top management in the ISO 9001 Quality Management System. The first part of this clause summarizes the various responsibilities of top management with regard to the ISO 9001 Quality Management System. Among those is the requirement that top management integrate the ISO 9001 Quality Management System into the operational processes of the company, and aligns policy and objectives with the strategy of the company. Here, top management must take leadership when it comes to customer focus, including determining customer requirements, determining related risks and addressing them, and maintaining a focus on customer satisfaction. Furthermore, top management establishes its quality policy. Special attention is given to a commitment to meeting requirements and to continual improvement, and a framework for establishing and reviewing quality objectives. The focus here is to ensure that responsibilities and authorities within the company are clearly established. A task or job can only be accomplished if it is clear who is responsible for it. Ultimately, top management is responsible for the ISO 9001 Quality Management System, but they may appoint an ISO 9001 Management Representative who takes on various responsibilities and authorities of the ISO 9001 Quality Management System. ISO 9000 refers to a series of standards for quality management systems. Its core module, ISO 9001, provides quality systems for design, development, production, installation, and services. There are a number of studies, both theoretical and empirical, in both manufacturing and services literature on the QMS module, which studied the implementation processes in various companies and also explored their impact on business performance. Educational institutions are also taking rapid strides towards ISO implementation, possibly as part of their strategy to attract students, build relationships with funding agencies, and align with industries. Many EEIs in India are also subscribing to ISO 9001:2000 practices, which has been recognized as a first step towards absorbing quality practices and is also expected to improve their academic standing and credibility in the eyes of their stakeholders. ISO standards on environmental sensitivity are also a major issue of concern that needs to be addressed with due respect. The policies and legal impacts of the ISO 14000 environmental management system (EMS 14000) needs to be shared among all the stakeholders by the authorities concerned. The study by Sakthivel et al. (2005) established that ISO-certified institutions were motivated to adopt TQM principles and also seem to offer a better quality of educational service than the non-ISO institutions.

However, there have been some criticisms with some commentators stating that ISO9000 has turned into a pursuit of certificates rather than quality itself, that certification requires a ‘mountain’ of paperwork, the process is only for documentation and that it discourages free-thinking (Barnes, 1998). Furthermore, the implementation of ISO9001 in particular can be costly with estimated average costs of $245,200 per certification. Most of this cost relates to employees’ time, training and the use of consultants (the actual registration cost being a rather smaller percentage). However, despite these potential downsides – which are more related to the method of deployment than the standard itself – ISO9000 certification has become a commonly accepted order qualifier for many buying organizations around the world.

ISO 9001 is an international standard issued by ISO that specifies requirements for a QMS that demonstrates the ability of an organization to consistently provide products and services that meet customer and regulatory requirements. It defines what the organization does to meet the quality requirements of its customers, and the applicable regulatory requirements, aiming at the continuous improvement of its performance in achieving quality objectives. In the context of ISO 9001, certification refers to the issuance of a written assurance by an independent external body which audits the QMS and verifies that it complies with the requirements specified in the standard. Thus, the ISO 9001 certification certifies that an organization has a QMS following the ISO 9001 standard.

ISO 9001: 2015 is a standard that proposes that organizations that wish to improve their organizational performance and to provide a solid foundation for sustainable development initiatives should adopt a quality management system. ISO recommends a set of interrelated management activities that, if well deployed and developed, significantly reduce noncompliance and waste from the production process, thereby ensuring that customers’ needs are met (Cagnin et al. 2019; Klute-Wenig and Refflinghaus 2020; Wilson and Campbell 2018).
