IEEE’s Media Independent Handover Group (MIH, IEEE 802.21) provides such an interface description for existing and future IEEE 802 standards. The concept is also extendable and may apply to non-IEEE technologies, such as cellular networks. Media independent handovers do not limit IEEE 802.21 to heterogeneous technologies, but also support homogeneous technologies. It offers the possibility to adapt a common handover process to link layer technologies. Therefore it is not necessarily important that a specific technology support mobility functions inherently enabling a true seamless handover. On the other hand, every link layer technology has to provide handover supporting functions like network discovery, network and link measurements, and link status information. IEEE 802.21 provides an interface specification so mobility supporting functions can communicate technology independently with the handover process.
An integrated-multi-RAT framework for multipath-computing in heterogeneous-wireless network

Media Independent Handover or the MIH services provides a framework that supports SMD's seamless mobility over the multi-RAT heterogeneous networks (IEEE 802.21 Working Group & others, 2009). We use MIIS of MIH services in the implementation of the Im-Ru framework. The MIH service standard facilitates the change of PoA with variable SMD's speed, bandwidth, and data transfer between SMD and network infrastructure (IEEE 802.21 Working Group & others, 2009). The network infrastructure consists of SMD's location, higher layer services, and network-cells in SMD proximity (Malathy & Muthuswamy, 2018). The link-measurement reports contain information on network infrastructure, RSS, frame error rates, and SMD's time synchronization with MIIS servers (IEEE 802.21 Working Group & others, 2009). The link-layer triggers a handover based on these reports (Machań & Woźniak, 2010; Singh & Singh, 2013).
An Improved Handoff Algorithm for Seamless Connectivity in Heterogeneous Networks

Ammar et al. [24] used the Signal to Interference and Noise Ratio SINR for providing a QoS-based vertical handover method between WiMAX and Wi-Fi. The MIH (Media Independent Handover) (IEEE 802.21) protocol is used to aid in handover decisions by finding a proper platform for vertical handovers. In terms of the highest downlink throughputs, the suggested SINR-based vertical handover algorithm and RSS-based vertical handover algorithm have been compared.
