The Combiplan project, financed through public sources, included the construction of a new rail and motorway across the centre of the Nijverdal city over a distance of 6 kilometres, as part of a transportation link connecting the cities of Zwolle, Nijverdal and Almelo in the Netherlands. The infrastructure built is connected to the central train station. A 500 metres length tunnel that accommodates two train tracks and 2 by 2 lanes is part of the project. The tunnel alignment goes along the old railway path. The width of the tunnel structure ranges from approximately 26 to 36 metres. The tunnel depth varies along the route between 6 and 10 metres. Local infrastructure was relocated for the new project. Two slow traffic depressed crossings, two road bridges, two railway bridges, a railway viaduct and the necessary noise barriers were also built.

Immediately to the south of the site was a shopping center with a large, paved parking lot, a train station with a very large commuter parking lot and commuter bus service. Immediately to the east and across the street from the site, there are a shipping business and a publisher. Well kept two-story garden apartments surrounded the site immediately to the north, west and south.

The problem studied in this paper can be described as follows. Consider a single-track line that connects an origin-destination (OD) pair along which a set of track segments and stations exist. A train station is a railway facility or area where trains regularly stop to load or unload passengers, freight, or both. A track segment refers to the path between any two successive stations. These concepts are illustrated in Figure 1. In such a single-track line, a set of trains move between origin-destinations (ODs) according to the daily timetable. As Figure 1 shows, the trains moving from the west are called west trains, and those moving from the east are called east ones.
