The applicable standards are to practice good faith and fair dealing in the solicitation of bids or proposals and in the preparation of bids or proposals for construction projects. Project owners and designers need to ensure that all prospective bidders have the same information relative to project scope and conditions. Any issues identified by the prospective bidders during the bidding process need to be resolved, and the information provided to all bidders. Contractors often are more willing to bring issues identified in the contract comments to the attention of project owners when a negotiated process is to be used to select the contractor to whom to award the contract. This is because the criteria to be used to select the contract recipient may include several factors in addition to price. In a bid process, the proposed contract price typically is the primary criteria for selecting the general contractor to whom to award the contract.

In EPC, “engineering” includes not only the specific design work but the overall planning of a project, as well as the planning and specific work of its implementation, organization, and management (Wang and Zhang 2013); “procurement” refers to professional equipment and materials; and “construction” includes, for example, installation, commissioning, and technical training. The EPC model connotes that the enterprise engaged in the general contracting of a project is entrusted to carry out the whole process or several stages of its survey, design, procurement, construction, and trial operation (completion acceptance) according to the contract. The general contractor is fully responsible for the quality, safety, construction period, and cost of the project. Depending on the scope of the contract, its types include turnkey project general contracting (turnkey), design-purchasing-construction general contracting (EPC), design-construction general contracting (DB), design-purchasing general contracting (EP), and purchasing-construction general contracting (PC) (Chen et al. 2011; Xia, Chan, and Yeung 2011).

Additionally, some studies [18] proposed that the risks of a construction project are deeply rooted in the characteristic that too many parties are involved in the process. These parties can be classified into six types, including owner, engineering firm, general contractor, specialty contractors, material and equipment suppliers and labor suppliers. The owner provides capital for a construction project, which means the owner retains ultimate authority for decisions involved in the constriction project. The engineering firm is defined as supervising the construction process on behalf of the owner to ensure satisfactory results. The general contractor is engaged by the owner through competitive bidding or negotiation to act as a constructor and a coordinator of subcontractors who perform various specialties for the completion of the project. Specialty contractors can be viewed as a kind of subcontractor, and they usually include foundation, electrical and mechanical. Material and equipment suppliers also serve as subcontractors, and they provide necessary materials for the completion of a construction project, such as structural steel fabrication and erection and mixed concrete. Labor suppliers are subcontractors who should provide workers at the requirement of the general contractor. In fact, the aforementioned three kinds of subcontractors contain a large number of necessary subcontractors for a construction project. Evidently, it will be a huge challenge to achieve effective communication and coordination among all involved parties. The failure of the achievement is highly likely to fundamentally contribute to bad construction safety performance.
