The commercial developments of recent years achieved considerable overall cost savings by being constructed at speed, the method being termed fast-track construction. Implied in this description may be the necessity to reduce the total project time from inception of the design to handover of the completed building. Certainly, the less time that is spent on site, the lower the interest costs associated with financing the project and the greater the developer’s return. These reductions in programme time are achieved by overlapping tasks (rather than the traditional linear progression of design office procedures and trades on site). Fast-track construction has required new methods of working, organization and assembling components.

Fast-track construction is valuable in meeting accelerated schedules demanded by the owner. It allows a contractor to commence construction immediately after contract award, while a designer simultaneously completes the construction documents. It may be carried out with or without a design builder.

The LNPP project is the fourth nuclear power plant project in Taiwan and is located in Gongliao District, New Taipei City. It was purchased, based on a design-bid-build (DBB) contract, with a fast-track construction method. Taiwan Power Company (Taipower, TPC) owns this project and contracted construction to the New Asia Construction and Development Corporation. The construction contract was signed on 24 August 1998, with the site work commencing on 10 September 1998. The primary scope of the contract included two reactor buildings, two control buildings, and two turbine buildings. The geological condition of the construction site is mainly bedrock without groundwater.
