Malnutrition is still a health problem that affects a child’s development and survival in developing countries (Nolla, 2014). Data from the World Health Organization shows that for under-fives, approximately 150 million suffer with low weight and around 182 million have short stature (World Health Organization, 2007). Riset (2013), reported that work completed by Badan Penelitian dan Pengembangan Kesehatan Kementerian Kesehatan of Indonesia between 2007 and 2010, found that 18.4% of under-fives had mild to moderate malnutrition. This number increased to 19.6% in 2013.

Stature is inversely associated with the incidence of CVD. A meta-analysis revealed that adults with a short stature (<165.6 cm in men and <149.9 cm in women) had an approximately 60% higher risk of CVD morbidity and mortality than tall adults (>176.6 cm in men and >165.1 cm in women) (Paajanen, Oksala, Kuukasjärvi, & Karhunen, 2010). Moreover, the arterial stiffness in shorter persons is significantly greater than that in taller persons (Reeve, Abhayaratna, Davies, & Sharman, 2014), and stature is inversely associated with changes in blood pressure, a factor related to arterial stiffness, in follow-up evaluations (Langenberg, Hardy, Breeze, Kuh, & Wadsworth, 2005). Stature is inversely associated with not only CVD morbidity and mortality but also arterial stiffness.

Not having consensus among the participants could be the outcome of not fully understanding the International Classification of Functioning (ICF) terminology (World Health Organization, 2001), as not all of the experts have a (para-) medical background. For example, a few panelists did not understand the term “short stature”. Short stature is the ICF term which refers to people who are short as the result of underlying health condition (e.g., achondroplasia). However, some panelists thought the term included anybody who was short (i.e., with or without an underlying health condition. The IPC should be aware that not all classifiers, players and other involved parties have sufficient knowledge of medical terminology when adopting the ICF model (World Health Organization, 2001).
