Evaluation of new medical technologies (treatments) is now a continuous endeavor strengthened by stable human and material resources given the fact that the development of new medical technology is increasing and accelerating. Professional and public expectations are high—people want to know as soon as possible how and if a technology works. New antibiotics, genetically engineered vaccines, automatic external defibrillators, lithotripsy, prosthetic or microsurgical equipment are just a few examples of topics of interest. The epidemiological aspects of their evaluation are of increasing importance. Medical technology is defined by the US Congress’ Office of Technology Assessment as ‘techniques, drugs, equipment, and procedures used by health care professionals in delivering medical care to individuals, and the systems within which such a care is delivered’.215

In this section we discuss the role of technology in the US healthcare system, focusing on the cost of medical technology and its relation to overall healthcare costs. Medical technology is defined as the procedures, equipment, and processes by which medical care is delivered. Thus, it can include new medical/surgical procedures such as angioplasty and joint replacements; drugs such as biologic agents; and medical devices such as CT scanners and implantable defibrillators (“How Changes in Medical Technology Affect Health Care Costs” 2007).

Technology A common feature throughout the health sectors of the industrialized world is the increased use of new medical technology and its rising cost. New and expensive devices, drugs and surgical procedures, in addition to their already costly acquisition and implementation by health authorities, seem to need more skilled manpower to operate them.65 Although health care technology has received a lot of attention in the literature, most attempts to actually measure its impact have failed to do so. This is partly because of the non-availability of credible data and, as a result, technology is one of the non-estimated factors that appear in the residual of econometric investigation; or at the micro level, for instance, looking at the growth in hospital costs.66-71 This chapter does not attempt to evaluate technology, but in acknowledging its contribution to health care costs, it incorporates it as a flow variable in the model. Given the lack of an adequate global variable, a proxy of technological advance is pharmaceutical consumption (LPHARMA). This variable can be used as a proxy for the organization of the health care system in each of the countries analysed. However, because of the high correlation between the level of health pharmaceutical expenditures in each Member State, the growth rate in pharmaceutical spending (D(LPHARMA)) is used in the regression analysis.

Accordingly, ‘technology orientation’ is among the components used by Bart and Tabone [46], David and David [20], Ginter et al. [12], Gibson et al. [47], and Pegels et al. [60]. Statements regarding the purpose of hospitals announcing to provide services to their patients using up-to-date medical technology during the diagnosis and treatment process ranked second. Medical technology supports physicians and other healthcare professionals in making and implementing diagnosis and treatment decisions, thereby facilitating quality and effective services [61–63]. Through their mission statements, the hospitals examined herein provided information about the development level of medical technology used and state that they follow the development of medical technology and use it in their institutions. Thus, hospitals use current medical technology to meet the needs of society and its stakeholders.

As a trend of medical education, the cross-professional education model is closely related to the expansion of the scope of medical services and the actual needs of talent training [16]. Most major medical innovations have occurred in interdisciplinary fields, such as research and development of various medical imaging equipment and medical materials, and these innovations are inseparable from interdisciplinary cooperation and communication in fields such as physics and engineering [29,34]. In today’s rapid development of science and technology, it is insufficient to rely on a certain discipline to promote the development of human society. Therefore, to further promote the development of science and technology, to serve humanity, to realize the new medicine proposed by the Ministry of Education, and to transform the treatment-oriented approach into an approach that integrates diagnosis and treatment and intelligent medicine, it is necessary to promote the deep integration of engineering technology and medical technology.
