The two-phase EU Strategic Energy Technology Plan (EU SET-Plan) (2007) is the most relevant strategy for renewable energy at the EU level. The first phase focuses on how to remove barriers to the deployment of mature technologies and make them more cost-effective. It has a medium-term target to be achieved by 2020. The second phase sets a long-term target for 2050, based on research that considers all other technologies. A detailed review of R&D and R&I strategies and initiatives for renewable energy in the European Union emphasizes the need to strengthen the interlinkages between R&D and R&I strategies, and to enhance the effectiveness of those strategies by improving links between education and training (Soriano and Mulatero 2011).

The new energy policies such as smart grid, advanced metering infrastructure, and home energy management system play an important role in energy conservation of smart homes. For promotion of renewable energy sources, the European Union countries targeted to achieve 20% increase in renewable energy generation by 2020 [7]. A research study has reported to develop a control algorithm that makes decisions based on prediction of renewable energy generation and energy consumption [8]. A PLC based home server application has been reported which saves energy by considering both consumption and generation of renewable energy [9]. Least Slack First (LSF) algorithm has also been developed which uses the appliance's current slack time as heuristic that predicts the priority of the appliance [10]. Moreover, a group of researchers proposed a solution that uses power scheduling protocol to maintain power consumption below a certain level [11].
