A set containing all the members is called a population. A sample is a set of data collected and/or selected from a statistical population by a defined procedure. Typically, the population is very large, making a census or a complete enumeration of all the values in the population impractical or impossible. The sample usually represents a subset of manageable size. Samples are collected and statistics are calculated from the samples so that inferences or extrapolations can be made from the sample to the population. Thus, all car registration numbers form a population but the registrationnumbers of, say, 20 cars taken at random throughout the country are a sample drawn from that population.

A statistical population is a group of individuals, objects (unit), etc., that share at least one attribute. The statistical population refers to the entire group of people, events, or things the researcher wants to investigate. To correctly answer the research questions, the statistical population should be selected so that the data to be gathered with higher confidence. Due to this, in the first and second phases of data collection, all experts of Isfahan Regional Electric Company and Power Industry Professionals (inside and outside the organization) are respectively selected as the statistical population. In the third stage, as in the first, all the experts of the Isfahan Regional Electricity Company are chosen as the statistical population.

The statistical population refers to all individuals, events, or things that researcher wants to research on. The statistical population is regarded as the set of individuals, things, or generally phenomena that researcher can generalize the result of his/her study to them. The whole of the statistical population have common characteristics that distinguish them from other phenomena beyond the realm of the statistical community. These characteristics are called common characteristics of the statistical population [4,11].
