Prioritization essentially means to arrange various items that require attention or action in order of their relative importance from highest to lowest. This is to decide what to do and what not to do. To determine what to do first and what to do last. To evaluate what is important and what is not. The process of prioritization becomes important as it is all about selecting a few important and urgent items from a group of tasks in order to derive the most or the optimum value with the least effort. This helps us obtain the highest return from limited resources [1].

The maintenance objects are now to be further prioritized by means of an Eisenhower matrix. For this purpose, the assessments per maintenance object are entered in a matrix (x-axis: explainability, y-axis: detectability in data). The maintenance objects whose respective defect patterns have both a high explainability and a high detectability in data (top right in the Eisenhower matrix) are consequently to be prioritized. The prioritization used here utilizes the Eisenhower matrix methodology, which is used in the form of a graphical diagram (Figure 11) for strategic planning. The matrix is a useful instrument to prevent the repetitive trap of devoting time to urgent but unimportant tasks and not spending enough time on important and non-urgent tasks (Bratterud et al. 2020). Covey (2013) suggests giving the highest priority to urgent and important tasks, taking time for the important and non-urgent tasks, delegating urgent/important tasks, and excluding non-important/non-urgent tasks. The prioritized maintenance objects are in the following called ‘critical maintenance objects‘ and are to be further examined in the economic evaluation (Phase C and D).

As for the total repair time, this was calculated based on an assumed time schedule prioritization which accounts also for some mandatory actions required to carry out the repair actions described in Table 6. Such mandatory actions are associated with post-earthquake safety measures, cleaning of the construction site, required element removal and waste disposal. These actions are scheduled at the beginning of the retrofit work. Following these operations, main and secondary operations are scheduled. The main operations are those whose interruption entails the construction work stop such as, for example, all the operations required to guarantee the safety against collapse due to gravity loads. The secondary operations are those related to the repair of non-structural damage, which does not compromise the stability of the building. As an example, when a new concrete casting is placed for the repair of a structural element, then, during the concrete curing, the following operations are scheduled and appropriately prioritized: concrete cover replacement and repair of the column and beam cracks by means of epoxy resins; beam-column connection replacement in terms of capacity; replacement of yielded and/or collapsed connections; concrete repair around the yielded and/or collapsed connections; repair of vertical and horizontal panel joints. To schedule such operations, the following priority value is assigned: columns, main girders, roof elements, horizontally and vertically spanning cladding panels. The prioritization has the purpose of identifying which operations need to be carried out first.

Prioritization is an activity that arranges items or processes in some order of importance. In healthcare, it is the process of ranking patients on the basis of certain rules and conditions. Ascertaining the priorities of patients is considered as a multicriteria decision-making (MCDM) problem in which patients are ranked based on multiple criteria (De Nardo et al., 2020). Purpose of waiting lists is to smooth out the uncertain flow of patients and workload of the healthcare staff; yet the long wait time result in the stretching of gap between demand and supply (Déry et al., 2019) and is one of a prevalent issue in countries with publicly funded health services systems (Testi et al., 2008).
