Market tests/pilot programs are particularly appealing where a new product or service in planned and other forms of measurement are not appropriate. Where there is no prior experience with a program, pilot programs are developed and implemented to either a small part of a provider’s service territory or informally offered to customers as part of another program in order to measure and evaluate customer responses.
Determining the most important actions to be taken always involves unknowns. Solutions may not work as expected. A pilot program can be a valuable step for testing solutions on a small scale before the entire process is affected. It provides an opportunity to discover and mitigate problems earlier in the process. It also provides an opportunity to increase buy-in on the final solution.
