There are currently about 1.8 to 2.1 million new privately-owned housing units built annually in the U.S.98, with about 1.5 million of those representing single-family detached units, so the market for new LEED registrations is large, assuming LEED could eventually capture 25% of the housing market, its stated goal for all market segments. Even 2.5% of this market (the current approximate level of penetration for LEED-NC) would represent 45,000 to 50,000 new homes certified annually, or about 100 million square feet (given the average size of a new single-family home at 2,000 to 2,500 sq. ft.). The multi-family residential market may turn out to be a greater adopter of the current LEED version 2.x standard, because condominium and apartment developers in many parts of the country are looking for the market edge that LEED can create. They also fit reasonably well with the current LEED-NC standard (which can be applied to residential projects above three stories) and don’t have to wait for LEED-H to be developed.

In China, the development of geothermal capacities for heating has been growing. Experts have estimated that the direct use of geothermal energy has covered slightly more than 100 million square metres (m2) of heated space in China. The central government in China has announced plans for significant increases in geothermal renewable heating developments. It expects that the sustainable use of geothermal renewable resources should help to reduce air pollution whilst also protecting water resources in various cities in China. Under the China 13th Five-Year Plan (FYP), China has planned to increase the direct use of geothermal heat by another 400 million m2 by 2020 (PRC, 13th FYP, 2016).

Desirable output indicators: the paper selects Total Profit (100 million yuan), Floor Space of Buildings Completed (10,000 square meters), Certified green building area (10,000 sq.m) as the desirable output. The main form of economic income of enterprises is total profit, and the floor space of buildings completed in the construction industry is taken as a measure of the physical output. In order to better measure the sustainable development of the construction industry, we innovatively chose the certified green building area as the output index to measure the sustainable development of the construction industry. Green buildings not only save energy and reduce emissions but also are more suitable for human habitation.

Basic infrastructure construction is the foundation to support an increasing number of tourists and passengers. A cruise homeport with a large passenger transport center can more efficiently serve passengers. Thus, the infrastructure index (Y1) consists of three second-grade indices: the construction area of the passenger transport center (10,000 square meters) (X1), the construction investment (100 million yuan) (X2), and the annual reception capacity (10,000 person-times) (X3).
