The development of a network management system by using deductive database begins with the description of the network entities as a set of facts and rules. Once the system is defined, a functional specification is developed that lists the type of queries a user wishes to be answered by the system. The use of logic in deductive database allows an elegant way for expressing facts, rules, and queries. In addition, it is also possible to add or remove rules without changing the overall structure of the program.

Conceptbase, Protégé, Racer and Pellet are tools for storing knowledge and inferring new ones using logical reasoning. Ludwig (2010) drew a comparison between a deductive database system and Semantic Web reasoning. Though he demonstrated that in-database analytics is much faster than Semantic Web reasoning, the file format used by Protégé, Racer and Pellet is more portable and particularly designed to be easily stored and retrieved from the Web. Also, the Pellet reasoner is mature software with Pellet API bindings for OWL API, the semantic file format, (Sirin, Parsia, Grau, Kalyanpur, & Katz, 2007) which enables its practical implementation in multi-agent systems.
